US universities training Chinese military scientists on taxpayer dime, committee warns

First on the fox: American universities are educating thousands of Chinese citizens with relations with the Chinese army – the People’s Liberation Army (PLA), according to the results of the report of the New China Committee.
More than 400 Chinese citizens were in one of the six universities they conducted by federally funded research in sensitive areas such as nuclear engineering and computer science.
Meanwhile, the Biden administration has failed to implement an executive order signed by President Donald Trump in 2020 to ban Chinese citizens who participate in the research related to the army, as the report claims.
This logical basis for this matter was that Chinese authorities use graduate students as “unconventional university” for intelligence information.
The major colleges face a heat on Chinese academic relations with fears of espionage
At another university, the information provided to the committee showed that half of the Chinese citizens are following a doctorate. On the campus, she participated in the research projects funded by the federal government.
Each American university was included in the poll-Mariland, Illinois Urbana Champine, Carnegie Mellon, South California University (USA), Bordeaux, Stanford-students from senior military and defense schools in China acknowledged. These include the seven people of the National Defense, and it is a group of elite institutions whose basic mission is to enhance military research.
Fox News Digital called every American university listed in the report.
“The University of Southern California is already maintaining strong protection to protect national security – by requesting the disclosure of foreign financial interests and affiliations, a strict review of potential conflicts in interests, and prohibiting participation in restricted foreign talent programs – and we are always open to reactions on how to further enhance our operations.”
A selected committee in the House of Representatives John Molinaar, R, said: “We cannot allow research laboratories and classrooms funded by tax motives in America as reasons for deploying Beijing’s military aspirations,” said a selected committee in the House of Representatives John Molinaar,
These schools, including Beihang University, the Harbin Institute of Technology and the North West Technical University, maintain large -scale defense laboratories and partnerships with state -owned weapons clumps.
Examples include Beihang University, which has been on the list of American entities since 2001. It has nine major defense laboratories and “adheres to Xi Jinping”. Beihang students were found at every American university surveyed, according to the report.
Harbin Engineering University, originally, represents the Military Engineering Institute, in 83 % of American universities included in the poll.
At the University of Maryland, more than 25 % of Chinese students participated in the fall of 2024 in research funded by the federal government, but the university has admitted that it does not follow the research they drag.
The major colleges face a heat on Chinese academic relations with fears of espionage
Illinois University in Urbana Champin has managed a joint engineering institute with Zhejiang University, which has defense relations and relations with Chinese intelligence.
Trump has recently sparked controversy by saying that he would allow 600,000 Chinese students at American universities – a number that exceeds the current enrollment levels of Chinese citizens in the United States.
The number of Chinese students studying in the United States reached 372,532 in the academic year 2019-2020, as happened as Covid-19.
“I hear a lot of stories about” we will not allow their students, “he said during a White House meeting.
The report also challenged the demand of repeated universities that foreign students help support American classmates by paying higher tuition fees.
In one of the schools, Chinese citizens represent more than 20 percent of the doctorate. The population, but they contributed only 0.2 percent of the tuition fees revenues, with the financing of most of their studies by federal scholarships, government subsidies, or university assistants. The committee wrote, “American taxpayers are submitting the bill,” the committee wrote.
The researchers found that the cooperation of faculty members added another layer of risks. The University of Maryland has reported at least 89 partnerships of faculty members and 15 exchange agreements with Chinese entities, while Bordeaux University hosted 16 visiting colleges from Chinese universities in sensitive departments such as electrical engineering and computer science.
Officials have admitted that the school does not completely distinguish between informal academic communication and long -term research relationships, leaving control gaps.
The committee also noticed Bordeaux professors traveling in the other direction. The report said that six faculty members in Bordeaux were on vacation in China, including two in universities supervised by the Ministry of Defense in Beijing and another in a major laboratory in the state-institutions that were described as the “central contract” in the Chinese military fusion system.
Since then Bordeaux has taken corrective measures and adopting new guarantees to prevent foreign influence. The school banned the funding of the foreign opponent, tightening research security and export controls, and added a new protection for intellectual property and treatment on Saturday with Chinese institutions.
The committee praised the new Bordeaux approach as an example of other schools.
In Illinois, faculty members worked inside a joint institute with the University of Zhejiang – an institution linked to the Defense and Intelligence Corporation in China.
But amid the investigation, Illinois Urbana Champine announced that it ends dozens of agreements with Chinese universities. This includes the closure of the Pioneering Joint Engineering Institute with the University of Zhejiang – an institution with defense laboratories and documented relations with Chinese intelligence.
UIUC also ended all joint certificates programs with Chinese universities, and canceled six “priority acceptance” agreements that gave Chinese students easy to enter master’s programs, and ended the Summer Teaching Authority training program with Shanghai institutions.
The legislators praised Illinois on the “leadership of the role model” by relaxing dozens of Chinese partnerships.
The legislators recommended writing Trump’s executive order for the year 2020 in the law, tightening visa examination, and prohibiting Chinese citizens from participating in the US government’s research laboratories. They also urged universities to reveal foreign students ’affiliations and financing sources for federal agencies. Without such reforms, the report warned that American higher education will continue to train scientists and engineers “not for America’s entitlement, but for the Chinese People’s Liberation Army.”
The committee staff also referred to the recent procedures by universities to relax on relations with the Scholarship Council in China, which is the government -managed student financing body, which they described as part of the “Technology Transport Agency” in Beijing.
One of the employees said: “We have identified that seven American universities have joint agreements or a long time with CSC,” and all of these universities closed their CSC agreements, “after the committee raised concerns.
Modern judicial prosecutions show that the problem is not theoretical. In June, the Taliban were two Chinese at the University of Michigan in the Biographojin case after trying to introduce restrictions into the country. The following month, the Chinese students were convicted of spying after aircraft aircraft over Norfolk Naval Station, while others in Michigan were convicted of trying to reach US military facilities.
Other universities have also moved to relaxing partnerships with Chinese institutions in recent years. Schools including the University of California in Berkeley, Georgia Tech and the University of Michigan were canceled joint institutes or cooperative programs after checking in Congress. One of the lawmakers said in the direction that indicates that pressure pushes at least some schools to expand the scope of relationships.
