Top Virginia school board simulated parent ‘terrorist’ attack after student fatality

Shortly after a student was killed in a fatal accident involving a school maintenance vehicle, the board Loudoun County Public Schools LCPS held a closed-door safety training for staff in which dozens of actors simulated parents unleashing “terrorist activity,” according to a report.

The actors filled the seats as parents typically do during school board meetings, Minnock wrote, but then exploded into a frenzy of screaming, running and screaming. An LCPS spokesperson told Fox News Digital that the meeting “was held in accordance with the Virginia Freedom of Information Act (VFOIA),” which they said “allows a public body to go into closed session to discuss various topics, including plans related to the security of any government facility, building, or structure, or the safety of persons using such facility.”

The spokesman explained that “the school board does not consider the parents to be terrorists.”

Furthermore, according to ABC7, during the training, board president April Chandler referred to parents as “instigators” and “disruptors” in reference to 2025 school board meetings in which parents expressed outrage over LCPS suspending two high school boys over another transgender locker room issue. According to the Loudoun County Sheriff’s Office, Kalina Yu, 20, was hit at an intersection near the school on Jan. 13. The office said Yu was struck by an LCPS maintenance vehicle driven by a school employee. Yu was pronounced dead at the scene.

In response to Minnock’s report, an LCPS spokesperson told Fox News Digital that the board declared closed session to “discuss public safety matters” on January 9.

“This meeting was held in accordance with the Virginia Freedom of Information Act (VFOIA), which allows a public body to go into closed session to discuss various topics, including plans relating to the security of any government facility, building or structure, or the safety of persons using such facility,” the spokesperson said.

“Under applicable Virginia law, school board motions to go into closed session typically follow the language of the VFOIA for the permissible topic to be discussed at such meetings,” the spokesperson said. They said the proposal for a closed session includes language “discussion of plans to protect public safety as they relate to terrorist activity, specific cybersecurity threats or vulnerabilities and briefings from staff, legal counsel, law enforcement or emergency services officials on actions taken to respond to such matters or related threat to public safety.”

“Given the VFOIA’s language for this permissible subject matter, we can understand the potential for confusion. But as you can see, the reference to terrorist activity likely came directly from Virginia law relating to the permissible subject matter,” the spokesperson said, adding: “It is common practice for public agencies to review safety and security protocols on a regular basis with law enforcement and other safety and security officials that fall under this subject matter.”

The spokesperson concluded: “While we cannot comment further on the details of the closed session, we can confirm that the media accounts…are misleading and inaccurate.”

Another local outlet, the Loudoun Times-Mirror, reported that Chandler responded to the incident by saying, “I want to express my deepest condolences to the family and entire school community who are grieving at this time,” adding, “We grieve with you.”

LCPS has a policy called “The Rights of Transgender and Gender Expansive Students,” or Policy 8040, implemented in 2021, which mandates that students who identify as transgender must identify with their preferred pronouns, participate in sports and activities that identify as their gender, and access facilities specific to their assigned gender.

The Department of Justice alleges that LCPS’ implementation of Policy 8040 requires students and employees to “accept and promote gender ideology” regardless of religious beliefs. The case is ongoing.

Chandler did not immediately respond to Fox News Digital’s request for comment.
