Most congressional precedents stem from Capitol Hill.
Most presidential precedents originate from 1600 Pennsylvania Avenue.
But a precedent that may resonate in the halls of Congress and the White House for years was set in recent days in the snow-covered village of Chappaqua, New York.
This is where former President Bill Clinton testified under subpoena before the House Oversight Committee as part of its investigation into Jeffrey Epstein. The committee’s ability to force a former president to testify could set a new precedent going forward, including on matters related to President Trump and the Epstein files, lawmakers said.

House Oversight Committee Chairman James Comer, Republican of Kentucky, said that Hillary Clinton declared, “You should ask my husband,” more than “a dozen” times during her testimony before Bill Clinton’s hearing the next day.
There are no accusations of wrongdoing for either of them Clinton Regarding Epstein. But the former president’s past ties to Jeffrey Epstein have raised questions from lawmakers.

“Here” was Chappaqua, about an hour north of New York City. The Clinton family has resided in Chappaqua since President Clinton left office in 2001 and when Hillary Clinton ran for New York Senate in 2000. Hillary Clinton served as New York’s Senator from 2001 until 2009, when she became President Obama’s first Secretary of State.

More specifically, “here” for the Clintons’ testimony was not a nice office in the Rayburn House office building. House members questioned the Clintons at the Chappaqua Performing Arts Center, known locally as “ChappPAC,” a white building with simple porticoes and Greek columns located on a hilltop above the Saw Mill River.
The Epstein investigation is serious, and the unusual location underscores the unusual nature of the proceedings.
Rep. Lauren Boebert, R-Colorado, apparently took a photo of Hillary Clinton during the deposition, then shared it with conservative media outlets.
“I admire (Hillary Clinton’s) blue suit. So I wanted to capture it for everyone,” Boebert said outside the venue.
“Why did you send the photo?” one reporter asked.
“Why not?” Boebert responded.
“We are sitting in an incredibly unserious clown show, where members of Congress and the GOP are more interested in getting a picture of Secretary Clinton than they are in getting to the truth and actually holding anyone accountable,” said Rep. Yasmine Ansari, D-Ariz.
After concluding her testimony, Hillary Clinton told reporters that she found “the end” of the deposition “quite unusual because I started being asked about UFOs and a series of questions about Pizzagate, which is one of the most false and despicable conspiracy theories ever posted on the Internet.”
This is a reference to the conspiracy theory that emerged during the 2016 presidential campaign between Hillary Clinton and President Trump. Supporters falsely claimed Democrats ran a child sex trafficking ring out of a Comet Ping Pong pizza shop in Washington. Later, a North Carolina man drove to Washington, D.C., fired shots inside the restaurant, and told authorities he was there to rescue children.
Representative Nancy Mace, from the Republican Party, confirmed that Hillary Clinton was “screaming” at lawmakers while testifying.
“She was agitated,” Mays said. “I hope that President Clinton is less troubled today than his wife was yesterday.”
Rep. Ana Paulina Luna, R-Fla., emerged from the Chappaqua Center for the Performing Arts about 90 minutes after former President Clinton’s briefing to speculate on what might be behind Epstein and his sex trafficking operation. Luna indicated that she was speaking only for herself and not for the other committee members.

“It has become very clear even in the last 24 hours in the lines of questioning that Jeffrey Epstein was running an intelligence gathering operation,” Luna said. “I think it was Operation Honey Pot.”
Luna added that a US intelligence ally was likely involved, although she did not provide any evidence for this claim.
One of the Clinton family’s five agreed-upon areas of questioning was how Epstein used his connections to powerful figures to hide his crimes. That’s why individuals like former President Clinton and President Trump have appeared in previously released documents related to Epstein.
The presidency is a unique position, and even President Trump expressed some sympathy with Bill Clinton’s appearance before the Oversight Committee.
“I don’t like to see it thrown out,” the president said. “But they certainly pursued me a lot more than that.”
When pressed on Friday, President Trump said he was not familiar with the Epstein files.
“I don’t know anything about the Epstein files. I have been completely exonerated,” President Trump said.
Republicans on the Oversight Committee were asked whether they agreed with that claim.
“From all the evidence I’ve seen, he’s been exonerated for a long time,” Comer replied.
“President Trump has been exonerated by Epstein’s victims. This is the trope that you guys are, you’re going down the rabbit hole. But he’s been exonerated over and over again by Epstein’s victims,” Mace said.
But Democrats questioned why the committee sought testimony from former President Clinton and not President Trump.
“There’s a lot of email correspondence that involved President Clinton,” Comer said.
Rep. Robert Garcia, D-Calif., the top Democrat on the Oversight Committee, said the move sets a broader standard.
“There is precedent now,” Garcia said. “We now want President Trump to come and testify under oath before the Oversight Committee. We want the First Lady, who we know also had a relationship with Jeffrey Epstein, to take the oath and testify before the Oversight Committee. This is the new precedent that Republicans wanted to set here.”
Garcia added that President Trump “has not been acquitted, and we have serious questions for President Trump.”
Rep. Suhas Subramaniam, Democrat of Virginia, said the committee spoke “to the wrong president.”
It is unclear whether the committee will seek testimony from President Trump. Democrats have indicated that they would consider doing so if they control the House of Representatives in the midterm elections that will be held in the fall.

The separation of powers is an essential element of the American constitutional system. Only a few presidents have testified before Congress, and none have ever been impeached as a former president.
The nation’s history includes small communities that gained great political importance. Lawmakers and legal observers say Chappaqua may now join that list if presidential testimony before Congress becomes more common.
