China’s systematic and coordinated campaign to steal intellectual property and technological advances poses an unprecedented threat to America National securityDemanding a comprehensive and urgent response. The United States, once unchallenged in its technological prowess, is now grappling with threats emerging from the Chinese Communist Party’s agenda that are insidious and far-reaching in terms of threats to our national security.
As the world enters an era defined by new forms of power, emerging technologies such as Artificial Intelligence (AI)Quantum computing and hypersonic weapons are at the forefront of the competition between the United States and China. The National Security Commission on Artificial Intelligence has been warning since 2021 that “China has the power, talent, and ambition to overtake the United States as the global leader in AI in the next decade,” underscoring the urgency of this technology race.
This danger stems not only from China’s relentless pursuit of American knowledge and data – evident in high-profile cases such as the accusation of Chinese citizens of cyberespionage against US companies – but also from the uncomfortable reality that America is largely enabled to steal intellectual property through inadequate investments and controls. The consequences of such actions cannot be overestimated; It resonates in every aspect of national security and economic competitiveness.
While the United States was embroiled in protracted conflicts in the Middle East, the Chinese Communist Party pursued a “whole of society” approach in trying to rejuvenate the nation. The 2017 National Intelligence Law requires all Chinese organizations and citizens to support, assist and cooperate in state intelligence work, raising concerns about the security of joint ventures and technology transfer.

Intellectual property theft not only undermines American companies, it also erodes the foundations of our future military and economic power.

In many ways, this was a unilateral economic war waged by China against the United States and the West in general. If the United States fails to recognize and address the scale of this threat, it risks abandoning its leadership position in the technologies that will shape the next century.
Beijing has played on the naivety of leaders in Washington and Brussels, weaponizing their strengths – a liberal and globalized economic order – for its own benefit. Although direct confrontation in the military sense is not inevitable, this trade war, fought by largely unconventional means, will determine the outcome of any future military confrontation between the United States and China.
The challenge facing the United States in confronting this threat is that its traditionally structured intelligence, security, and judicial apparatuses are largely ill-suited to combating this unique and modern threat.

How do US intelligence and security services deal with a partially owned Chinese company that takes advantage of its commercial reach to steal proprietary secrets? America stands at a crossroads. The traditional rules of the game – rooted in Cold War models and focused on traditional espionage – are no longer sufficient in the face of this asymmetric economic war. The United States must modernize its strategies, not only upgrading its intelligence capabilities, but also establishing stronger alliances with innovative companies and academic institutions. Defense measures must now extend beyond government agencies to the heart of America’s business and academic fabric.

The United States should strengthen its defenses against intellectual property theft, as recommended by the Justice Department’s China Initiative, which has led to dozens of prosecutions for trade secret theft and economic espionage. The United States must defend its intellectual capital with the same tenacity that it applies to its physical security. An integrated approach – combining updated legislation, strong law enforcement, international cooperation, and a renewed commitment to research leadership – offers the best way forward.
Finally, the level of economic security within the administration must be raised so that it has the same priority as traditional national security, and this goes back to the Cold War era when we faced the Soviet Union as the main adversary in the world. Only then can America hope to secure its place atop the global technological hierarchy and protect its national security against the PRC/CCP’s intent to undermine America’s power through subterfuge and theft.
